Matthew 2:16 - Then Herod, when he saw that he was mocked of the wise men, was exceeding wroth, and sent forth, and slew all the children that were in Bethlehem, and in all the coasts thereof, from two years old and under, according to the time which he had diligently enquired of the wise men.
When the three wise men do not tell king Herod where he can find the infant Jesus, he orders his men to kill all children under the age of two in Bethlehem.
This panel is one out of six in the Grabow altarpiece that depict scenes from the early days of Jesus. Master Bertram here ingeniously used the golden background to "paint" the king's golden crown and sceptre.>>> Grabow altarpiece
